About this quote

Hayes wrote this in his diary, published as Diary and Letters of Rutherford Birchard Hayes (Ohio State Archaeological and Historical Society, edited by Charles Richard Williams). The entry is dated Washington, March 14, 1877, shortly after his inauguration, and looks back on his Cabinet appointments. The next sentence is: "I do not think the wise policy is to decide contested elections in the States by the use of the national army."
